Does anyone get them at any time other than after training camp?

From what I remember in all other versions of the game that is without a doubt the most common time.

In FOF4, trade offers would come in at the beginning of free agency, right after the draft and also at the start of exhibition season.

I've had a few at the beginning of the Pre-Season... Never anything good though. I did manage to sucker the Titans into taking Onterrio Smith for a 2nd rounder though (ran the reverse trade test and it was ok...)
