What is it exactly? Is it basically a contract restructure ... sort of like what Jerry Rice did a few years back?

The "cap out" just takes the player's current salary, changes it to the minimum for that player, and takes the difference between original salary and new salary and turns it into bonus money.

cap out is like a credit card, use it to get out of a jam, but use it too much and watch your empire crumble quickly...
