I'm not sure of the rule, but shouldn't this TD be called back on account of the penalty?

I had the CPU decline a personal foul face mask on 3rd down, they then kicked a FG from the 2 yard line. Instead of having 1st and goal from the 1.

A bug? In FOF 2004? That's just not right. Guess the beta testers didn't do their job. Jim should have released a more workable demo sooner. The game shouldn't have been released with this bug.
