DC's Moneyball Dynasty: Where should the expansion teams go?

Okay, so basically I am taking over one of the two new expansion franchises to enter MLB for my OOTP5 dynasty. I don't know where to go, to be honest, but here are the cities that are finalists. You can list a city not on here, too.
