For some reason my 3rd string RB is getting all the carries. It doesn't matter where I put him on the depth chart or how high I set the playing time.

who is set as the "short yardage" "passing situation" and "near certain passing" RB's?

Ah. It seems like it only happens during the preseason.
As mentioned, during the preseason, no matter where I put my RB (1st, 2nd, 3rd slot) and no matter what playing time is set, my 3rd string RB will always lead in carries. Does the preseason have anything to do with player development?

playing time *always* speeds up player development. as wig would say "write it down."
In the preseason, lots of backups will see playing time.

Okay, but I'm really not looking to develop my 3rd string RB. Other than pulling him from the lineup, is there any way to have him not have more attempts than my 1st and 2nd string RBs combined in the preseason?

For preseason RB, put the guy you don't want to play at the #1 slot and set a 1 for playing time. Put the guy you want to play the most at the #3 slot.
It's silly, I know, but it works. :)
Although sometimes remember that if your RBs don't need much development, then it's better to let a scrub "start" (in the #3 slot) and absorb any preseason injuries that may be awaiting you.
The really weird thing about this is that the backwards preseason logic for RB playing time seems only to apply to RBs. Other positions play the guys more closely to the normal order.
This is another little morsel of evidence to bolster the case for more detailed documentation in FOF. Please Jim, please! ;)

I don't mind the game giving the 3rd string RB more carries than usual but the fact that I can't avoid or limit it much is frustrating. It's like they purposely pick what they consider the worst RB and hand him the ball regardless of whether you want to start him or put him 3rd on your depth chart.

what does it matter? I'd MUCH rather have my #3 RB take the carries in the pre-season than my starter. I usually sit my players that are rated 60 or 70+ in the preseason anyway. I had a 1-3 preseason turn into a 19-0 championship.

One thing to keep in mind. Make sure you don't have the coaches making adjustments. Otherwise it won't matter what your setup is. They will change it to what they think is best before each game.

Well, I can understand the 3rd string RB having the "most" carries on a Pre-season game...but "all carries" ?!?!

Okay so preseason has an effect on development? What about team cohesion? I would think that if you don't play your starters at all during the preseason they would lose cohesion but that probably isn't in the game?

The best evidence I've seen either way is that Jim Gindin left every one of his best players inactive throughout the IHOF preseason.

What 3rd sting running back? It sounds like your are saying that your 3rd best running back on your, rating wise, is getting the most carries no matter if he is sitting on your depth chart as your 1st string RB, 2nd string RB, or 3rd string RB? Are we talking about a particular runningback or a particular spot on the depth chart?
Any chance this is an "Game Options" problem? You have the computer set your depth chart for you?

I did this too. Cohesion matters even in preseason games, but who cares about winning in preseason? My main goals in the games that don't count are:
1) Give some PT to players who have development room, and
2) Avoid injuries.

I just doubled-checked the dynasty career that I'm playing. My QB has sat out the entire preseason five straight seasons, and we are 5-0 in regular season game 1 during that time. That fact, along with Jim sitting his boys out makes me have little/no need to see any tests on this.
