Well, not really, but it's a lotto selection and you have a while to get your name in the pool to buy tickets

So how does this whole thing work? Like how would you ensure that you get to see your team?

You don't have any assurance at all. You are paying for the tickets for a certain site and just pray you hit the US or whoever else you want to see. I'd say Germany would be a good match up you'd want to see too, btu I think I read that they are personalizing the tickets so I'm not sure how that's going to work.

The first obstacle is getting the tickets. Figure out how you're gonna see your team later. I'm sure that there will be plenty of other people that will switch out their tickets for yours, if you happen to be holding tickets for their team.

I had the same question and FIFA's World Cup site seems to address it:
"Tickets are available as individual tickets or Team Specific Tickets (TST). Single tickets are valid for one specific match, TST series are valid for a chosen number of matches featuring a specific team. Individual tickets are on offer in four price categories and TST series in three. Applicants for individual tickets may not apply for TST tickets, and applicants for TST tickets may not apply for individual tickets. TST tickets are available in a so-called series, i.e. they are valid for a series of matches played by a specific team. A TST series allows the purchaser to attend at least his chosen team's group matches, or depending on the TST variant, further matches up to and including the Final. ...
Individual tickets are on offer in four price categories. Per household, you may apply for a maximum of four individual tickets for up to seven matches in categories 1-3. In category 4, the cheapest category, the maximum is two individual tickets for up to three matches per household. In the TST category, you may apply for up to four TST series per household. A "household" is defined as one surname at one delivery address."
Of course, since we don't yet know which teams will qualify, I'm not sure how this aspect will work in practice as opposed to the application form. But, as Raven Hawk indicated, "the first obstacle is getting the tickets"!

Edit- I found the application pages, but I don't know what group the US or England will be in...is there any way to tell?

Not until the third offering of tix.
Another disappointing note. You can only purchase them with a Mastercard and I dont think you can resell them. Once you get them, they are personalized and such
