Where is the best place to buy this and amazon doesnt have any used ones for sale so I was wondering if there was a way to get it cheaper than 40 bucks, also they are the same game just different names right? As a US person taking the WWSM would in no way effect game play right?

Both games are identical bar the GM disk and naming conventions they default to - to the extent for example you can still play online with FM players so long as you have the same equivalent patch level etc.
