The two cap amounts: Room Under Cap and Max for New Player, which one is better to go by? In free agency can you go spend all that you have in Room Under Cap or do you only have what is list under Max for New Player?

You can spend what is listed under max for new player. The reason it is lower than total room under cap is b/c that extra room is so you can sign your draft picks.

Also I would recommend not useing all your "max for new player" b/c you will run into several problems...as the years go on you will be in CAP HELL. Not able to sign anyone or field a whole team. Also you will find as training camp rolls around you do not have the money to field a whole team the next season. At that point you will need to re-negotiate and cut players to get enough under contract.

You go by max for new player. Prior to the draft, that amount will always be the room under cap minus the estimated cost of draft picks. After the draft, it depends on how many players you have on your roster. If you have less than 53, the room under cap and max for new player will be the same. If you have 53 players or more, the max will be a little higher because only the 53 most expensive players count toward your salary cap and anybody you sign for less than your 53rd highest paid player will not count against the cap.
