Somewhere in wyoming. No really. Give some of the refugees some land somewhere. Or in Nevada, got lots of gov't land there to build a whole new town. It'll be like the new frontier all over again.

Cover the swamp with debris. Lay dirt on top of it. Add a cream filling, similar to a cadbury egg. Put houses on top.
