Only 4 teams are over .500, and 3 of those are 9-5, 9-6, 9-7. The Nets lead the Atlantic with a 6-9 mark, for goodness sakes. How many teams with losing records will make the playoffs from the East this year?

I believe that when it all washes out, that all 8 playoff reps will having winning records. Although several will have between 42 and 45 wins.

The EC is just trying to keep it exciting. Five teams are currently tied for the 8th playoff spot (at 5-9), and only one team is more than a half-game out.
