For a little while now, I have been unable to access Google Maps. It comes up with a loading screen and does nothing. Even clicking on one of the hardcoded maps does nothing. I checked the Security and all scripts, java, etc. are "enabled". What is wrong and how can this be fixed?

You might try clearing your browser cache and/or deleting any cookies related to Google.

If you cleared your temp file with no browser open AND restarted and its still not helping I would try this:
Try another browser, if your on a non-dialup computer this won't take long and it is helpful.(edit download firefox for example)
Try reinstalling Java, again if your on a non-dialup computer this won't take long.
If neither works, FOFC can help from there ;)

I'm pretty sure the problem isn't Java, since Google uses AJAX for their web apps. I haven't seen any problems related to Maps listed, but some folks were only able to get Google Mail working again by reinstalling IE.
