I've seen things like this before. My office is next to a new courthouse that I've watched plenty of barriers go up. The new kind of barrier poles are bolted on the bottom to a sucken anchor. I think there are some regs about emergency access.

Yep... I'm sure one or two or them can be easily lifted out for an emergency.
