Hehe. Funny that it was while filling in a satisfaction survey. "Hey, can I take the survey again, my satisfaction just fell!"

Has anyone in the history of the internet actually contacted the server adminstrator?

I think I have once or twice, but it should be built in to notify them, why should I have to do their work for them.

A company as large as google likely has their load balancers (whatever they use) set up with some form of healthcheck that monitors a page on the server. When that page is unavailable it would notify them via some form of monitoring alarm/email/whatever.. So you probably are right.

The three words I hate to hear when used together, 'Site Scope Error'. I shudder just typing them.

I went through a phase where I loved reporting spammers to their sys admins. However, I imagine what usually happened was they closed the holes that allowed spammers to hang out on their servers.
