The text book answer is a Third-Culture Kid is "an individual who, having spent a significant part of the developmental years in a culture other than the parents' culture, develops a sense of relationship to all of the cultures while not having full ownership in any. Elements from each culture are incorporated into the life experience, but the sense of belonging is in relationship to others of similar experience." --David Pollock,

Basically a TCK is someone who is growing (or grew) up in a foreign country due to the parents occupation. The Intention is for them to return to ther passport country (so it doesn't include immigrants). They are diplomats kids, missionary kid, international businessman's kids etc.

After reading the definition, I was thinking it would be used in reference to the culturally confused kids I see around my neighborhood every afternoon -- stereotypical rednecks, complete with pickup truck, Skoal, and gun rack ... blaring Snoop Dog and 50 Cent from their radios.
