Yes, simply access the cheat console and input one of the following codes:

capless - removes all salary cap limitations for your team
rocket - gives your QB a rocket arm
butterfingers - opposing WRs will drop more balls
bighead - all players will have large heads
roos - players will play in their underwear
maximum - unlocks the 3d game viewer

These are the only ones I've unlocked so far, but I'm sure there are more. You'll probably have to collect in-game Gindin Cards on your own to get the rest of them unless some other kind-hearted forum members want to share what they've found.
