Why do my scouting costs go up every year, even when I have the same scout - under the same annual contract ?

Just a guess...Inflation tied to the league salary cap?
Your team's scouting expenses are 15 times the lead scout's salary.
Maybe that should be approximately 15 times the lead scout's salary.
