Character: Red Flag

Every once in a while I see the character red flag thing. What IS this? Is this the "nut job alert?" How does it affect the team, and can a player be falsely tagged as "red flag"?

The other thread regarding this topic helped. "Potential disruptor" is very vague, leaves stuff to the imagination. Nothing new in this game :D
