Didn't realize that the clock got rolled back when there are too many men on the field and the penalty is declined

2-6-DEN37 (2Q: 01:57) Steve Dils pass completed to RB Marcus Allen for 11 yards. Tackled by ILB Eddie Johnson. The receiver ran his route right over the middle of the field. Allen gained 1 yard after the catch. PENALTY: Denver was called for Too Many Men on the Field. The penalty was declined.
Oakland: Strong formation with three wideouts, strength is left. The defense is in a 34 and 2-deep bump-and-run coverage, expecting the run.
1-10-DEN26 (2Q: 01:57) Steve Dils pass completed to WR Pat Tilley for 13 yards. Tackled by ILB Ken Fantetti. The receiver ran his route right over the middle of the field. Tilley gained 7 yards after the catch. PENALTY: Denver was called for Too Many Men on the Field. The penalty was declined.

I'm confused, what's your complaint?

Nada.

But after that big gain on the punt return it would have been nice if I'd had an extra second so I would have had a shot at a game winning field goal.

I looked back through my old dynasty game logs. This was happening prior to 6.2. Apparently, it just hadn't been noticed. Judging by how rare a penalty on the defense is declined in the last five minutes in FOF, it's not terribly surprising that this has slipped through for a good while.
