6 Players under contract Pre-Training Camp?

Hey...so I am int he 5th year of my new offline franchise, and I noticed that up until pre-training camp that Arizona only had 6 total players under contract. There were several other teams in the league with around a dozen or so players under contract, and it looks like all they did was sign 40 or so undrafted rookies to 1 year contracts.

Is this normal and I just never noticed it before?

Ya, CPU teams have serious trouble with the cap. Especially when you start with a draft. And especially in the first few years of the league. They probably have huge lost cap room.

Yeah...for some reason they have a DT making 27M this year. Weird...

What's funny is if this happened in Madden there would be an OUTRAGE *paging MBBF* but nobody seems to care in FOF.
