TCY Question: Playbook Study

Hey guys, for some reason my help file fails to open in-game...and I looked around but couldnt find any guides for the game online. So I have a question: What does the "Playbook Study" feature in the time management affect? Does it help fill out the potential bars more quickly? Thanks.

If you're on Vista or Win7, you need to download the help executables from Microsoft as they no longer support the very old help file format.
