I've noticed in the PBP two descriptions when a ball is thrown and intercepted. One says the ball "flutters" and is picked off, a second talks about a ball being "tipped" and intercepted.
Do both reflect the QB's fault and give insight into his hidden interception rating?
Or does the instance when the ball is "tipped" indicate a good defensive play that unfortunately lead to the ball being picked off and is not a reflection on the QB?

i dont know, but would assume so. most specific descriptions during the game are indications of a players making a play. ex. Guard crushing DE to open a gaping hole. flutters sounds like a bad throw by the qb, while tipped might indicate a good defensive effort. then again i would wait to hear from some guys who know more about this than me.

Nobody knows for sure, obviously, but speaking in general, interceptions are such a good reflection of both the QB's and defensive player's interception bars that I think both are considered on all interceptions.

The PBP doesn't name a defensive player making the tip, right? That makes me think this is simply a randomly generated description to describe the same kind of 'interception' event.

Yup. This is just fluff for Solevision, I'm fairly certain.
