How does scouting work in this game? FOF7

I'm kind of back into the FOF fold after a long layoff, so I missed the last few versions.

The last one I played used to have scouts that you hire, each having a different ability to scout each position.

Perhaps, somebody could shed some light on how scouting works now.

Is the scouting "fog of war" now tied to coaches? If so, which coach? The Head Coach? Do Offensive/Defensive Coordinators scouting ability have an effect on the scouting report I see? Do all my staff members' scouting ability have a cumulative effect on the scouting reports I see or just the Head Coach?

On the subject of staff members/coaches. Would it make sense to fire my head coach and promote my offensive coordinator if he has better ratings?

So if you are thinking about promoting your offensive coordinator, make sure he has at least better ratings in Motivation and Discipline because the Head Coach is the only position that utilizes those ratings.
