Steam let any old crap through nowadays as long as it's got a vaguely recognisable name behind it. Cyanide worked on Blood Bowl (a hit) and the Pro Cycling Manager series (has a following), and they've built on that by releasing sim games for basketball, rugby, and now football, all of which have been near-universally panned.
That's the fundamental issue with Steam - the good is that there is sometimes an opportunity to get a niche game out to a new market, but the bad is that they've become so synonymous with PC gaming that games that AREN'T on Steam are kinda blotted out of the public consciousness. So, people will see FPS Football, buy it, go "wow, this is awful, it's a shame there's no alternative, why hasn't anyone made a good football sim yet", and welp.

Cyanide has a relationship with Steam already and the game looks good*. That's why they're on there.
As far as the game being any good, it's by Cyanide who has an incredibly checkered past and sounded to me like they're releasing it now in order to make some money on it with the second version being more feature complete (ie. multiplayer).
*All you need is a graphical game replay and you'll get on Steam.
