Welcome to the board, and to Front Office Football.
You'll find a lot of resources here if you want to do some digging. What you'll find, in short, is that this game has a lot of wrinkles to it -- that can be really frustrating if all you want is a super-simple NFL simulator. But if you're looking for something more complicated, nuanced, and ultimately much more rewarding -- this could be the game for you.
In FOF, there are lots of players who seem to show tons of promise as rookies. Over time, in many cases, lots of these guys simply don't live up to the high expectations. Getting better at finding the ones who will, and avoiding the ones who won't is part of mastering (or at least playing) the game. So, yes, your guy crumbled from monster to meh. It definitely happens. (Thought not nearly as often as it does in real life, even)
It's your move. If this sort of game, with that sort of learning curve and inherent challenge, is for you, then this is just the beginning of something you'll really get a lot out of. Much more rewarding than shooting fish in a barrel.
Cheers.

A 45 overall quarterback isn't terrible, the more you play FOF, the more you'll realize that a 45 overall will mean your quarterback is an average or slightly below average starting quarterback. Just like in real life, every season several rookie QBs enter the draft, having the looks of future super stars and most of them will eventually turn out to be what you got: (just) decent starters. It's probably the most difficult position to get top-notch talent in. With the right game plan, support cast and based on his skill set, a 45 rated quarterback can still be useful.

Other things to consider... what is the scouting ability of your head coach and offensive coordinator. The OC more than the HC, but their scouting abilities will determine how you see your QB and other offensive player talents. If their scouting is poor, its common for some fluctuation of young players.
Also, don't give up on young players. Sometimes it can take 4 years for them to totally develop. Did you have a QB mentor? A mentor can help in the development of young players.
