Can't put on Injured Reserve

I'm trying to put a player on Injured Reserve and the button is greyed out. Help file says player must be injured (he is) but that's it. I have other injured players too. Most of them have Injured Reserve button greyed out but one of them does not. It's not clear why only that player is eligible to go onto Injured Reserve. It's not a requirement that Health Status=Out because I have players who are Out and not eligible. Any ideas?

I haven't played the game in awhile, but I think the player needs to be active before you can place them on IR. Have you tried that?

Activate him then IR. He has to be Doubtful or worst too

There are some injuries that the game doesn't deem bad enough to use it as well.
