With the position filter "Inside Linebacker" Butch Holliday is listed.
With the position filter "Any Non-Kicker" Holliday is missing!? :confused:

A weighting of some sort (roughly, I think, fit to your scheme) is applied to the defensive-front players. Look at your first image and note how the players aren't listed in strict order of their ratings. It's a measure of how the scout thinks the players will fit your team.

So, on the second image, Holliday simply didn't make the list, he's somewhere off the bottom. Neither did Harlan. After applying his weights to the raw ratings, your scout valued the other players more than those linebackers.
