TCY help file?

Does anyone have access to the help file for TCY?
I bought the game a couple days ago and its still a great game - but the help file does not work and it would be great to have clarification on many of the small nuances in the game.

I managed to open the help file and I am able to read it :)

How were you able to do this? I haven't been able to open the file since I've had this game. I would love to learn more about it so I'm not so bad at it lol
