I am playing a game on Easy Street, and I keep on getting very low scores for my roster from Herb. However, I am rated as having the strongest roster in the league. What gives?

As I recall, the "difficulty" score is tied to the skill level you play on - so that's certainly a factor. Have a look at the higher skill level, if this bothers you.
(And implicitly this query resolves my standing question: "does anyone play this game on anything but Wall Street level?")

Some of us like to ease into our games and give them a go on the lowest level at first, moving up as we get the hang of it. Especially if we're new to the series (I'd never played FOF before v4).

My comment wasn't intended as a slap at gamers, but rather at the game itself. Since the overwhelming conclusion of most FOF players here that the highest skill level fails to provide any real chalenge - it seems that evernyone here jumps to Wall Street, and then looks to start adding rules to make it interesting.
The overstatement was for effect. *sigh*

I always play FOF games on Wall Street, almost hoping to struggle for a few years before getting the hang of it.
Simulated growing pains, if you will.

I guess my reluctance to starting at higher levels comes from my being beaten into oblivion in other games at higher levels.

What I am hearing is that the name, "Roster" is misleading, and that Difficulty should be used instead. Thus if I have a rocking roster, I will have a low Roster score.
Also - an "cheat" that I discovered, in addition to the revelation of the actual/potential stats of the players. I have been playing FOF4 for about a month so I am new to this list. I don't know if everyone already figured out this loophole in the AI. But a trick that I used to do in Football Mogul was to trade for the #1 overall draft pick before the draft. The Mogul AI didn't know the difference between the overall pick and any other pick in the first round. In FOF4 after week three you make a guestimate of which team will do the worst that year and you offer them a first and third (could be lower, but I don't want to cheat too bad) for their first. As a perennial playoff team, any top ten pick is greatly appreciated.

Just what we need, something to make the game easier.I have to impose rules to make it harder just to stay interesting. WHy would anyone need to try and make it easier?

maybe they could fix this loophole in the next patch?

This sounds like a loophole that already has a pretty easy solution. Don't do it.
But suit yourself, of course.

I responded at first based on memory, but since have checked the game - you're right, it's labeled "roster" in the game. I chekced out one long-term career in FOF4, playing on the hardest level, and our "roster" score came out somewhere between 65 and 75 for the entire time. This was, incidentally, a team that won several titles through that time, for what it's worth (it was the GroupThing tesm).
I don't know what exactly to make of that rating, I'm afraid, but it's certainly possible that it does indeed have a link to the skill level you're choosing.
Hope you enjoy the game under whatever circumstances you play it.
