You should really find a way to post who doesn't post their rankings and we could get some people to get them for you or just do it with who posts them.

Hopefully, me manually getting ratings, or even people posting their ratings in a thread, may be a thing of the past before too long.
TredWel offered me to make a small application that would automatically retrieve the match ratings from HT. This app would need to get CHPP approval, but with the new XML files being released here and there in Hattrick, and the fact that the newest beta version of HAM has the automatic match retrieval back as a feature it shouldn't be too much of a problem.
We are still working on the scope of the project and we take this as we go along. I still have not seen visual evidence of the CHPP link on a match report (it exists now on your league standings page, and on you list of matches, on the top right of the page) so it's kinda tricky to know what will be the method used to retrieve the match ratings and there's no reason for us to work on a scanning method, since these have been outlawed with the appearance of the XML files... We will keep you posted when something will be ready.

I sure hope The Afoci doesn't see this. Even if he does see it, chances are he won't realize this message is for him, since it doesn't specifically mention him.

I put in for CHPP approval for a ranking app as well, and since I do rankings for another fed using almost exactly the same methodology as used for these rankings, I'd expect the app to be usable for FOFC as well... then again, if TredWel beats me to it...
(If s/he's in LOTA, they're in more desperate need of something automated, since they've got between 400 and 500 teams to rank.)
Speaking of applying for CHPP approval... I filled out the general application, should I also try to fill out the feature application before the general application gets approved? What timeframe should I expect for consideration of the application?

TredWel is handling the application and the programming part, I'm not doing much in this, other than supplying the formula and the thinking behnid it. Maybe you could PM him and talk to him about it...

You need to fill out the feature applications before it will get approved. They will look over the features and decide on a feature by feature basis if they will approve the app. It will most likely involve some back and forth on what exactly certain features are and how you plan on implementing them.
I have a quick and dirty app I made up to automaticlly generate brackets and or grouplay schedules for friendly tournements. I submitted a week or so ago for CHPP when I decided to have the program go the next step and track wins and losses of the matches so it could create nifty little html reports.
Took about a week for them to get in touch, then you sorta play email tag on how your going to implement features.
