I've seen the following bugs involving penalties
1. Teams do not have the option of declining false start penalties, though I've been given the penalty choice option when opponents committed false starts.
2. Illegal touching of a pass on the offense should result in loss of down, though the CPU was given 1st and 15 following such a penalty.
3. Not so much a bug as a rule update. Teams are no long allowed to repeat an onside kick if it goes out of bounds anymore, though the game still allows more than one kick if the first goes out of bounds.
