Dumb FOF Question About Team Relocation

Here's my question:

I know that you have to have a stadium proposal fail in your own city before you can relocate. I did that, and it failed.

The following year, I submitted a proposal to move to another city. It also failed.

Now I have to resubmit a proposal to my own city, instead of trying to find a new city. Is this how it is supposed to work? I get just one shot at relocation before I start the entire process over again? Is this how its always worked and I just didn't know?

That's how it's supposed to work in the sense that it's been like that since at least FOF2k1 if not FOF2.
