I used Taco's city editor program and ran into the following issue, and I'm not sure if it is something I did.
I saved it into my FOF2004 folder, and opened it up and edited the city I wanted. I only edited its characteristics, not the name. Then I pressed save. Then I opened up FOF 2004, and according to the instructions, I had to start a new career first, then load my current career for the changes to take effect. So I started a new career and I saw my changes did work. But when I loaded my old career, the changes went back to the default city characteristics.
Does the program not work with careers already started?
I think my instructions are a little confusing. You aren't doing anything wrong. It does not work with careers that have already been started, no matter what you do.
Once Fido, someone else, or myself figures out how this data is stored, then I will update City Editor to work with existing careers.
This is what I meant by my confusing instructions... If you:
1. Modify some city data
2. Start FOF2K4
3. Open up career A
4. Start a new career B
5. The result is that career B uses the city data from career A instead of the city data that you modified using City Editor
If you close down FOF2K4 and restart it, then if you create a new career right away, this will allow you to use your customized city data. A little confusing, but that's they way it will work for now.
Let me know if this makes sense or doesn't make sense...

It was my impression that it has been established that any changes to the city file after you start a career will not affect that career.
