Scouts Setting Gameplan Question?

When the option is selected for the scouts to set your gameplan do they adjust it according to the talent on your team. For example, say you have no running game but two dominant wide receivers, are they going to set your gameplan to be a more pass heavy team than a run team? Or say you have an average running back, poor wide receivers and a excellent tight end, is your tightend going to see a majority of the passes along with a balanced running game?

I think in FOF they set it by your talent. In TCY it's heavily dependent on the style of your upcoming opponent.
