This will take a little while to read, but the report is not so large that you cant finish it in one sitting.
The appendix the report are somewhat longer. Appendix "Civil Liberties in a Post 9/11 World" (pg 141 of the appendix pdf) is what I am most interest in. So far, it is a good read.
