Does lowering the cap increase amount affect salary increases?

I lowered the amount of the cap increase, but the salarys still skyrocketed within a few years. I can't see paying a QB $15 mil a season, let alone a guard!

I thought there were two settings, one for salaries and one for the cap? In any case, I have mine set to 0 in one dynasty and salaries have stayed the same for 15 years or so.
