Seat licenses

I am still relatively new to this game, although I have played it a bunch now. Could someone tell me when to start charging for seat licenses in my ticket prices screen? Its currently at zero, and I wont be upgrading or building a new stadium for five or more seasons. I am into my seventh season with the Redskins, and I think they start with about the newest stadium in the game, save maybe the Browns. Thanks.

Honestly, the game seems to be too forgiving with ticket price increases. I think you CAN do it from the start. For fairness/realism, I only do it the first few seasons of a brand new or renovated stadium.
