In the 50+ years of my career my teams is always in the top 5. What factors contribute to a teams penalties?

I think you're Head Coach's "discipline" rating is pretty big.

I've always thought it was the coach's discipline rating and luck.

Then I'm not alone. Aside from "avoid injury," a coaches discipline is my top priority. Yet in 50 years I've been though probably 10 coaches and none have curbed my teams tendancy for penalties :(
Does an individual players intelligence level play any part in penalties?

I don't buy the coaches discipline. My teams are always in the top 3 and my coach's discipline is excellent. I know Jim says gameplay is not affected by difficulty level, but it sure seems to me playing at the harder levels makes you incur more penalties regardless of what you do.

Just chiming in to say that I've had the same problem. Most of the head coaches I hire are rated very good or excellent at discipline and yet I almost always rank in the top 10 penalized teams, often in the top 5, year in and year out.
Recently I've even focused on hiring offensive and defensive coordinators who also had high discipline ratings. It didn't help (though maybe it's not supposed to - it's not clear whether discipline is controlled entirely by the head coach or if the coordinators contribute - does anyone know?).
My team also has excellent cohesion, in case that matters.

the coordinators' discipline ratings are irrelevant; only the head coach's rating matters.

I've often wondered about this as well. I'm always at the top of the board in penalties. Originally I thought it was discipline, but that doesn't seem to be the whole issue, or even the main factor.
At the time I stopped playing FOF, I was leaning towards team cohesion, as it always seemed like my team ranked low in that regards.

I've always had the impression penalties were a way of 'cheating' for the computer, ie evening out the level between the human player and AI.

No basis for this, but I thought cohesion might have something to do with it as well.
