maybe it's a way of dismissing someone's unpleasant character traits? as in, well, he's ignorant because he grew up that way?

Are you sure it wasn't "groan folk be groan"? Cause that could mean, like, if a bunch of bad comedians were in a room, and one of the bad comedians made a bad joke, then they all would kind of groan at the joke. Or, more simply, "groan folk be groan."
