Straight from HR on his board.

No matter how much money you spend on coaches you will always be allotted 50k for recruiting. Now, on big teams this doesn't help much but for a cost of ~10k in recruiting you can hire 2 coaches in the 50k range and one in the 30k range with the likes of Savannah State. I base this savings on the fact that hiring 3 30k coaches when I first started gave me roughly 60k for recruiting.

I'd consider this to be pretty much a cheat. Until it became a non-issue because of my much-larger budget, I used a house rule of not spending more than the recommended amount on assistant/scout/recruiting coordinator. I read where some folks were spending the cash to get top-of-the-line scouts and assistants in the first couple of seasons.

I haven't used it in my game but I started a test game to see how it worked. I think it's a cheat too but if you're having trouble getting started in the game and you don't want to boost your own head coach it can help for a few seasons.
