He's tried the L.A. Rams, now he'll see how he likes the St. Louis Rams. This will be his 7th franchise, but his 8th different NFL city.

I was just discussing Chandler's signing this morning. Something may be afoot. Bulger is a restricted FA, with rumors that the Niners might offer him a contract. If it's them or some other team, that's a 1st & 3rd draft pick for the Rams. If I'm Mike Martz (EEEEK! Okay, just a figure of speech...:D), I take that in a heartbeat. I start Kurt Warner with Chandler as the backup and mentor to the young QB I take in the draft. I have two first rounders to trade up with.

Or does Warner indeed get traded? He has to give back a chunk of the signing bonus to make it happen, but who knows.

Hmmmmm...

I've heard mention that Warner would get traded.

I'd also be happy if Bulger signed elsewhere. Not necessarily because I think he's a bad player, but because of the compensation.

A few friends of mine were talking about Chandler a few weeks back in instructor training (Indiana guys). I recall back in the late 80's when Chandler was the "QOTF", Quarterback of the Future, according to Sport Magazine. That was supposed to be a slap in the face to Jack Trudeau. The next year, the Colts drafted Jeff George.

From what I heard on the radio, somewhere, the other night on my way back to Chicago was that Chandler would be #2 behind either Bulger or Warner.

Warner might go for a mid round draft pick, but he feels he can win the starting job in training camp.

I wouldn't be surprised if the team kept all three.

It's all speculation in STL at this point. A lot swings on whether Bulger gets an offer sheet, and then the pending deadlines. Here is an article from three weeks ago that might shed some more light on it for you:
Rams have options to resolve the nagging question

No matter how he tries, no matter what the setting, there's no escaping the quarterback issue for Rams coach Mike Martz.

Ten days ago in Indianapolis, Martz took a break from watching workouts at the NFL Scouting Combine to make a phone call. As he walked out of the RCA Dome and into the convention center area of the complex, he was swarmed by a group of young autograph hounds.

Turns out, they were members of a cheerleading squad from St. Louis competing in an event at the convention center. As Martz patiently signed autographs, what appeared to be the mother of one of the cheerleaders put her arm around Martz and said: "Kurt Warner's my hero. You need to play him."

Surprised to hear those remarks, Martz muttered an unintelligible non-answer and kept signing.

There is no easy answer to the Rams' quarterback situation. Does the team go with Warner or Marc Bulger? Or bring both back? The answers to those questions begin unfolding Wednesday with the start of the NFL's free-agency and trading period.

Almost everyone with an interest in the Rams has an opinion on Warner's future with the club. Here's one opinion that counts: team president John Shaw.

"We made a big bet on Kurt last offseason when we paid the $6 million option bonus," he said. "For whatever reasons, he didn't have a productive year at all.

"His contract right now, it's almost impossible for us to trade him or release him without having a gigantic cap hit. So his position, at least until after June 1 - when the cap dynamics change - is pretty much solidified on the team.

"In talking with Mike (Martz) a couple weeks ago, I had the sense that Kurt and Marc would be competing for the starting job. I'm not really sure how that stands. We do have the luxury going into the beginning of free agency to hold them both on our cap."

So that's how the free agency period will begin, with Bulger and Warner both on the Rams' roster. But what happens next? There basically are four scenarios:

The Rams tendered an offer of $1.824 million to restricted free agent Bulger on Friday, meaning a team must compensate the Rams with a first- and a third-round draft choice if the Rams chose not to match the offer.

It's unlikely that a team will give up that much for Bulger. But as the saying goes in the NFL, all it takes is one team that loves you. Before the qualifying offer was made, there was some concern at Rams Park that Arizona might be that one team.

The Cardinals have loads of salary cap room - $19 million according to the most recent NFL Players Association figures. So the Big Red certainly are capable of concocting a front-loaded offer that the Rams would find difficult to match.

"Marc's situation will be further clarified as we move towards the draft," Shaw said. "If there's an offer sheet on him, then we'd have to decide really which quarterback we would have (on the roster)."

Restricted free agents can receive an offer sheet up until April 16 - or eight days before the draft. It makes no sense for the Rams to jettison Warner via trade or release him before then.

For his part, Shaw isn't sure what to expect in terms of a Bulger offer sheet.

"Strange things happen," he said. "It's hard to predict what other clubs will do. ... But at least if there is an offer sheet, that will help define the situation. If there's not an offer sheet, then there's not as much pressure on us to do something, because we could obviously hold both quarterbacks. That might in fact be the case as we go into the season."

2. Trading Warner

Despite speculation and rumors to the contrary:

Warner's agent has not requested a trade.

The Rams are not openly shopping Warner.

There has been little interest in Warner throughout the league.

"I can't imagine a trade happening," one Rams Park insider said, "because I don't think anyone could give us enough to make it worth taking a $10 million cap hit. And not only do we take a $10 million hit, but then we only have one quarterback - and he's currently unsigned (Bulger)."

Everybody in the league knows this, as does Warner and his agent, Mark Bartelstein.

"A trade would be very difficult to do from a cap standpoint," Bartelstein said. "We've talked about the concept (of a trade). And I think Jay (Zygmunt) knows we wouldn't be adverse to it if it worked out well for everybody. Kurt would love to be in St. Louis. But the No. 1 thing he wants to do is play."

No matter what time of the year, any trade of Warner brings an immediate $10 million acceleration of signing bonus and option bonus money into the 2004 cap. Unlike base salary, you can't make this money go away through renegotiation. The only way to lessen the cap hit is if Warner agreed to give some of the bonus money back, something he and his agent are unwilling to consider.

"We've got a contract," Bartelstein said. "It's been hard enough for him to go through what he's gone through the last year."

Along those lines, the Rams asked Bartelstein to delay until after June 1 a $1.25 million roster bonus due Warner on Wednesday. Bartelstein said no thanks. So the Rams plan to make the payment.

3. Warner gets cut after June 1

Call this the scorched-earth solution. Realizing that they would get very little in a trade - not to mention the $10 million cap hit - the Rams wait until after June 1 and simply release Warner.

But as Shaw mentioned, unlike a trade, the cap dynamics change after June 1 when it comes to a release. If Warner is released before June 1, St. Louis takes the entire $10 million hit immediately into its 2004 cap. But if Warner is released after June 1, the Rams are charged only the 2004 portion of that $10 million - $3.362 million. The remaining $6.7 million is charged against the 2005 cap.

(The cap hit for 2004 would actually be about $4.6 million, because Wednesday's $1.25 million roster bonus would be added to the $3.362 million.)

Financially, a post-June 1 release works out much better for the Rams. In essence, they would be splitting that $10 million cap hit into two payments.

But in order for this scenario to unfold, three things almost certainly must take place:

Bulger doesn't receive an offer sheet during the restricted free agency period.

The Rams select a promising quarterback in the draft.

Martz decides it's time to cut ties with Warner.

"As we start these minicamps in the offseason, Mike will have a fresh look at him again, and I would really rely on Mike's feeling," Shaw said. "But my other thought is he's a two-time league MVP. So I can't accept the premise that he just lost skill without having something left.

"It's just a very puzzling situation to me, as to what's happened to him. It's really hard to say. At one time, we thought he had an injury."

Are there still concerns about Warner's thumb?

"We've had him looked at so many times, and people have said he was fine," Shaw said.

4. Bulger and Warner return

One month ago during a speaking appearance in Houston, Warner said Rams coaches asked him to spend less time reading the Bible and more time worrying about football.

On an "anger" scale of 1 to 10, Martz was "at an 8 or 9," after hearing about Warner's comments, one Rams Park employee said.

Nonetheless, Bartelstein doesn't think what happened in Houston will affect Warner's relationship with Martz or his Rams teammates.

"I think that's over with, and we're moving forward," Bartelstein said. "Obviously, some feelings were hurt. Mike was upset. But once Mike understood the broader strokes of everything that was said, I think he understood.

"There's nobody in this business who hasn't said something they didn't view as a big deal but that got put in bright lights (by the media). That's happened to Mike a bunch of times, also.

"If they don't know what kind of person Kurt Warner is, then something's wrong. Because I think it's pretty clear what kind of guy he is."

Bartelstein said Warner is back in town after a week's vacation with his family and was working out and preparing to compete with Bulger for the starting quarterback job.

But will it even get to that?

Marc Bulger
Given a $1.824 million qualifying offer by the Rams as a restricted free agent. Rams would get first- and third-round draft picks if another club signs Bulger to an offer sheet by April 16 and the Rams decline to match.

Kurt Warner
Scheduled to receive a $1.25 million signing bonus Wednesday, followed by a $4.75 million base salary during the '04 season.
Rams would take a $10 million cap hit in '04 if he's traded at any time in the calendar year.
Rams would take a $10 million cap hit in '04 if he's released before June 1. If he's released after June 1, Rams would take a $4.6 million cap hit this year and a $6.7 million hit next year.

I only would if I had a low first-rounder and really needed a QB... I don't think any team fits that criteria.

You can offer the Rams like a second rounder for Bulger, right? They'd just sign him and ship him to you? First and third compensation is a bit harsh.

I'm sure it's possible, but I don't think they'd do it. They could have just set the compensation level at a 1st rounder if they really wanted him to be signed by someone else.

I believe the kickers/punters never officially "start" a game, so they effectively woudn't count for stuff like that.

When you have Chandler you have like 1/2 a QB so by cutting Warner the Rams only have 2.5 QBs on the roster. They keep Warner, it's simple math

I promise you the 49ers are in no position to offer Bulger a contract. I sincerely doubt they would have any interest in signing him even if they did have the available funds at the moment.

I suspect there are more than just a couple guys in Canton with worse stats.

Eh, I wouldn't go that far.

I think the best thing about Chandler is his ability not to give up and retire. Don't get me wrong, he's a nice player, but he hasn't put up eye popping number's; Only crossed 3000 1 time in a season, other's are mostly in the low 2000's. He's averaging under 20td's a season, etc...

Didnt the Chandler to TB trade result in Tampa giving Indy like a high #1 pick? Possibly the one that was used for Trev Alberts? This would be the draft where the bad hair guy was screaming at the colts for passing on Trent Dilfer.
