I think this could be a very good move for the Bengals, definite value for dropping down a few spots in the draft.

edit: I could MAYBE see a draft-day deal like this when it got to #17 and the Broncos saw someone they really wanted to get, but why give up a 4th rounder and O'Neal to move up from 24 to 17 now??
