Penalty cause?

Does anyone know what would make a team in FOF2K4 have a lot of penalties? I'm noticing that my team has more penalties than the other team in almost all of my regular season games... is there a reason for this?

Average age isn't bad, but I just noticed my head coach's discipline is only fair. :( Thanks for the answer.
