What happens if a team is unable to field a team (due to dead cap space)? Are you allowed to exceed the cap to sign filler players at the minimum? Or how does that work?

I may find the answer to this soon. A team in my league has 27.76 million in dead cap space (cap is 77.5), and only 33 players signed.
