Arle posted a link to the NFL formula. If you're also interested in the NCAA formula (it's a bit different) it is as follows:

Completion percentage ((PC/PA)*100)

Plus:

Yards per attempt * 8.4 ((Yds/PA)*8.4)

Plus:

TD percentage * 3.3 (((TD/PA)*100)*3.3)

Minus

Int percentage * 2 (((PI/PA)*100)*2)

For example, Danny Wuerffel's career numbers are as follows:

1,170 PA, 708 PC, 10,875 Yds, 114 TD, 42 Int

Completion percentage = 60.51 ((PC/PA)*100)
Yards per attempt = 9.29 (Yds/PA)
TD percentage = 9.74 ((TD/PA)*100)
Int percentage = 3.59 ((Int/PA)*100)

Formula is:

Add together
Completion percentage = 60.51
Yards per attempt*8.4 = 9.29*8.3 or 78.08
TD percentage*3.3 = 9.74*3.3 or 32.14
Total = 170.73

Subtract
Int percentage*2 = 3.59*2 or -7.18

Passer Rating = 163.6

Isn't there a formula like that for the NFL? That page link is just confusing.

Divide a quarterback's completed passes by pass attempts.
Subtract 0.3.
Divide by 0.2 and record the total. The sum cannot be greater than 2.375 or less than zero.
Divide passing yards by pass attempts.
Subtract 3.
Divide by 4 and record the total. The sum cannot be greater than 2.375 or less than zero.
Divide touchdown passes by pass attempts.
Divide by 0.05 and record the total. The sum cannot be greater than 2.375 or less than zero.
Divide interceptions by pass attempts.
Subtract that number from 0.095.
Divide that product by 0.04 and record the total. The sum cannot be greater than 2.375 or less than zero.
Add the four totals you recorded.
Multiply that total by 100.
Divide by 6.
The final number is your quarterback rating.

I've used it in Excel off of what primelord told me, because of the recent Tecmo talks I've been playing a fictional 10 team league and keeping a few offensive stats. QB Rating was essential.

No way, I love how Tecmo processed the rating. You could have like a 600+ rating. :)

Most of the QBs have really crappy ratings actually, through 3 games.
