One feature that has me really puzzled in FOF2004 is the penalty for playing out of positon. I get the idea of it, but I can't figure out how big the penalty is. For example, if my starting FL is injured and my back-up SE is better than my backup FL, which one should I play at FL? The problem is even bigger on the OL--if, for example, my back-up LT is worse than my second RT or Guard, how do I tell which one I am beter off playing at LT?

I don't know if anyone knows what the penalty is. I had heard that out of position was 20%, and withing position (like LG playing RG) was 10%, but I have no idea if that's true.

I play guys out of position all the time. I rarely do permanent position changes.
I don't notice too much of a drop-off, but I haven't gathered any hard evidence on the subject.

One guideline I use, but have no idea if it is valid, is to see how much of a dropoff there would be if I actually changed that players position. If I'm told the player will retain about 88% percent of his ratings and have a slight reduction in experience, then I'm a lot more likely to play them at that position than if they would retain 57% and have a large experience reduction.
However, I have absolutely no idea if the game uses this same percentage, or if the penalty is less if you don't actually change them.

one thing that I have noticed is that rookie LBs will ALWAYS have an increase in thier ratings when switch from one LB position to another (ie WOLB to MLB)

one thing that I have noticed is that rookie LBs will ALWAYS have an increase in thier ratings when switch from one LB position to another (ie WOLB to MLB)That didn't happen to the only player of my multiplayer (IHOF) team I changed (from WILB to W(O)LB), potential was roughly the same, experience took a little hit.
