Cant Get Draftees To Sign?

Hi all, haven't played any FOF in a while and recently got 2004. Wow, what a great game, really enjoying this version.

One thing I'm having trouble with is getting my rookies to sign. I started with a creation draft and am two years in, we won the super bowl both years but for the second year in a row now all my draftees have decided to hold out for the season.

Am I just doing something wrong? Basically I hit "Begin Late Free Agency" then go to the Rookie Negotiations and try to sign the ones I want. Then I do the same at the next stage but still get no love.

Sorry if this has been covered elsewhere, did a quick scan of the FAQ and checked out the draft related articles but couldnt find this covered.

I always start with the lowest pick, going up from there. Those with only two options almost always accept the first option. The top picks with four options mostly accept option number three, if not then almost always option four.

There's a limit to how many offers you can make before training camp. You can make one at any time during second stage free agency. If that gets turned down, you have to wait and can make one more at the stage right before training camp. So it's only two offers allowed before training camp. If they're still holding out after training camp, then you can start making an offers every week. They best way to get them to sign early is usually to offer the shorter contract for the bigger money.
