FOF2004 Franchise Player Question

If you are going to franchise a player, must you have the cap room for the franchise salary available at the time you make the designation?

If I recall correctly, in previous versions of the game you did not. Instead you just needed to free up the cap space by the end of free agency (otherwise the player would be released). I have the impression, however, that this might have changed with the 2004 version.

Can anyone confirm?

Its the same as in previous versions. You can be over the cap and still make a franchise player designation.
