Bush is obviously referring to what is called "HUMINT", or basically Secret Agents undercover in the field getting first hand info on and about terrorists. This has been needed forever since the advent of the Church Commission in the 1970s that gutted HUMINT and put an over reliance on satellite and other electronic intelligence gathering. Many believe better HUMINT before 9/11 might have prevented that occurance altogether. Yes, that CNN is truly hilarious.

Well, actually, the sound bite of Bush talking about "Too many OBGYN doctors in America, not able to...to...practice their 'love of women..." gets me rolling every time. Just don't the CNN one is funny, given the context and history of it.
