He said that progress has been made in the hiring of minority head coaches, but insisted that there would be no expansion of the so-called “Rooney Rule,” which forces teams to interview minority coaching candidates or face hefty fines. There have been some calls for a similar practice to be instituted for the hiring of minority front-office personnel. But Tagliabue dismissed the idea. While he admitted that the NFL can do a better job of developing talented front-office minority candidates, threatening teams with fines would not have positive results.
