A lot of the leagues have waiting lists, so it's not often that they have to come to the board to round up new members. I'd suggest picking a few leagues that look interesting and asking them to add you to their lists.

Yeah, it's probably the case that the leagues that are full have waiting lists, and if not, they don't bother pimping their league at every opportunity anymore, trying to get you jerks to sign up for it, since the entire community probably got really sick of it.
